About ATPIS

ATPIS has been developed to assist the process of arms transfer analysis, by identifying those with a potentially high risk of being or been 'Grey or Black Market' transfers.

The ATPIS process comprises a data set, based on past evidence of known illegal shipment routes, techniques and trends, which will be updated on a regular basis. Each individual item within the data set has been allocated a risk factor, again based on trends, evidence and experience. These risk factors are kept under constant review.

The downloadable software on this website only forms part of the overall ATPIS process, but it can be used to rapidly recommend what level of further research or investigation is required into a specific proposed, on-going or past SALW transfer.

The format will guide the user, using drop down menus, and then subsequently provide a recommendation for further action, based on available risk evidence. ATPIS allocates a 'Risk Rating', which is a generic number to indicate the risks of diversion.

35 - 59 MEDIUM Grounds for suspicion have been generated by at least one major high-risk indicator. Inspection of any physical cargo and verification of documentation should be considered. Intermediary search check is recommended.
< 35 LOW Positive indicators assess a risk of diversion, albeit relatively low. Verification of documentation and intermediary search check recommended.
